A Comprehensive deputation under the aegis of All India Confederation of SC/ST/OBC Organizations led by State President R.K.Kalsotra accompanied by Scheduled castes, Scheduled tribes, OBC Mahasabha, Adhi Dharam Samaj, Gujjar Charitable Trust, Islai Committee,Wattal association, retired and serving officers and unemployed educated youth today met Jenab Khurshid Ahmad Ganai, Hon’ble Advisor to Governor of J&K in which they submitted a memorandum of demands to the Government. Elaborate discussions were made in an hour long meeting in which R.K.Kalsotra, State President, All India Confederation of SC/ST/OBC Organisations told that the reservation started in 1970 in J&K but that became reality only after continuous struggle and supreme sacrifice of Shaheed Bhagat Amar Nath and even today the depressed classes have to struggle to get their constitutional rights. Kalsotra demanded promulgating an ordinance to incorporate the provisions of reservation in promotion with retrospective effect to negate the judgment passed by the Hon’ble High Court. The Reservation Act, 2004 granted affirmative action for these socially and educationally backward class of citizens (SC/ST/RBA/ALC/OBC’s) and these communities have been gravely prejudiced by the said judgment and subsequent inaction of the elected governments. Reincorporation of provisions in Reservation Act and rules thereunder for providing reservation in promotions by way of promulgation of an Ordinance in this regard is the need of the hour. At this stage when Governor’s Rule under Section 92 of the Constitution of J&K is in force, promulgation of Ordinance in this regard can be issued without any hassle.He told that Judgment passed by the Hon’ble High Court quashing reservation in promotions has been stayed by the Hon’ble Supreme Court of India but even today the reserved categories are at the receiving end as no reservation in promotions is being provided inspite of stay of the judgment of High Court. It is urgently required that till an Ordinance is issued in this regard, an order be issued by resuming reservation in promotions so that the promotional process, stalled since 2015, is reinitiated.
Kalsotra demanded Special recruitment drive for backlog vacancies of SC/ST/OBC’s, Implementation of Mandal Commission report in toto in the state, Enhancement of income slab for the OBC’s at par with that of the centre for creamy layer and upliftment Schemes for Wattal/Safai Karamcharis such as permanent employment for them, educational facilities for their children, infrastructural facilities for their upliftment, reorientation of working hours for female Safai Karamcharis who are mothers of school going children and opening of schools on the lines of Police schools and Army Schools for providing quality education to their children. Kalsotra also informed the Advisor that the Confederation is going to organize a Convention on 19th of August 2018 at Tagore Hall, Srinagar and through this memorandum, he extended invitation to His Excellency Governor of J&K to attend the same.
Advisor to Governor gave a patient hearing to the deputation and had threadbare discussions on the memorandum in the hour long meeting and assured redressal of their genuine demands. Moreover, he also extended invitation to the Confederation for a special meeting in Srinagar after 15th August.
Prominent others who were part of the deputation were Bansi Lal, Ch.Mohd.Ashraf, Ch.bashir, Kuldeep Kumar, Garu Bhatti, Roshan Chowdhary, Naresh Langeh, Dina Nath, Susheel Samyal, Mohd Shafi, Sudhagar Mal, Mohinder Kumar, Anil Bhardwaj, Mohan Pawar, K Kassana, Jamat Ali, Javid Wattal and others.
